Here's the recipe:

For the hat:

1" square punch (corner rounder fur corners)

Word Window punch 

Ribbon for hat band

Boho Blossom for"snowflake"

Add button & twine   

For head:

1 3/4" circle punch

1 1/2" circle from Bigz die

Standard hole punch for eyes 

Hand snipped piece for nose

Hand drawn mouth

Middle circle:

2 1/2" circle punch

2" circle punch

Owl Builder punch for buttons

Bottom circle:

Scallop circle die

3" circle die

Add brads to hold him together & make him swivel. ADORABLE!!!
